S.T.O.P. Condemns Trump Exec. Order To Ban State AI Regulations

(New York, NY, 12/12/2025) – 
Today, the Surveillance Technology Oversight Project (S.T.O.P.), a New York-based privacy and civil rights group, condemns President Trump’s executive order banning state legislatures from passing laws regulating artificial intelligence. Trump called on federal regulators to withhold funds for broadband and other projects in states that maintain their AI regulatory laws. Trump’s executive order comes after the Senate overwhelmingly rejected a moratorium on state AI regulations part of Trump’s so-called “Big Beautiful Bill.”

“Trump is intimidating states and lawmakers across the political spectrum from regulating AI,” said Surveillance Technology Oversight Project Communications Director Will Owen. “This is not a partisan issue, but a corrupt move by Trump to prop up AI models over the American people. Introducing safeguards against rapidly advancing AI is not politically controversial—it’s common sense. In New York and around the country, we need to ensure this technology does not endanger our communities.”

In July, S.T.O.P. condemned the Trump administration’s AI Action Plan, which attempted to broadly immunize AI firms from federal and state regulation after the Senate rejected the state AI regulation moratorium in the “Big Beautiful Bill.” S.T.O.P. is a lead advocate for passage of the Responsible AI Safety and Education (RAISE) Act in New York State, which ensures that companies building the most powerful AI systems follow commonsense safety standards to guard against catastrophic risks.
