S.T.O.P. Condemns Trump Call To Ban State AI Regulations

(New York, NY, 11/19/2025) –
Today, the Surveillance Technology Oversight Project (S.T.O.P.), a New York-based privacy and civil rights group, condemns President Trump’s call to ban state legislatures from passing laws regulating artificial intelligence. On Tuesday, Trump called on Congress to add a provision to the National Defense Authorization Act or pass a separate bill to create a federal AI standard and effectively ban state AI regulation. Trump’s call comes after the Senate overwhelmingly rejected a moratorium on state AI regulations part of Trump’s so-called “Big Beautiful Bill.”

“Across the political spectrum, the Senate broadly rejected federal encroachment on state AI regulations, but the president continues to undermine states’ rights,” said Surveillance Technology Oversight Project Communications Director Will Owen. “Trump must stop propping up AI models over the American people. We urgently need commonsense guardrails on untested and error-prone AI systems to ensure this technology does not harm our communities.”

In July, S.T.O.P. condemned the Trump administration’s AI Action Plan, which attempted to broadly immunize AI firms from federal and state regulation after the Senate rejected the state AI regulation moratorium in the “Big Beautiful Bill.” S.T.O.P. is a lead advocate for passage of the Responsible AI Safety and Education (RAISE) Act in New York State, which ensures that companies building the most powerful AI systems follow commonsense safety standards to guard against catastrophic risks.
