S.T.O.P. Welcomes Mamdani Review of NYPD Contract With ICE Vendor
 
(New York, NY, 5/11/2026) - Today, the Surveillance Technology Oversight Project (S.T.O.P.), a New York-based privacy and civil rights group, welcomes the Mamdani administration’s review of the NYPD’s contract with Vigilant Solutions, a surveillance firm under scrutiny for sharing license plate records with ICE. S.T.O.P. welcomed the inclusion of the contract in the administration’s audit of city agencies with the stated purpose of strengthening New York City’s immigration sanctuary laws. The civil rights group renewed its condemnation of the NYPD’s data-sharing practices, which weaponizes personal information and is used against immigrant communities.

“The NYPD should not be in business with anyone sharing data with ICE,” said Surveillance Technology Oversight Project Executive Director Michelle Dahl. “We’ve seen how local police around the country are violating sanctuary laws with information like license plate numbers. New York needs to affirm that it will never be a place where immigrants have to worry that their data will be illegally used against them.”
 
In the 2026 research report, “Dear Mamdani,” S.T.O.P. detailed a roadmap for the Mamdani administration to end surveillance sprawl and protect immigrant communities. Released in 2024, S.T.O.P.’s “Deportation Data Centers” report details how DHS-backed fusion centers drive deportation by enabling ICE to co-opt local police data.
